That is AREA B  in a nutshell. The wear factors come down to axle grease, piston seals and attrition.   The axles could all be bedded in floating bearings stuffed with salt proof grease, and only high end hydraulic components would be required to give near eternal life. This system could be installed in the hold , or ondeck aboard ANY ship or boat or barge. An emmersed model could similarly be suspended below the working deck of an oil drilling platform, or within the piers at any local wharf.  Structural  braces would be built into the installation to attend to the yaw, heel  and the cross impact of beam on seas experienced aboard any vessel. The extent of the swing in all cases would be regulated and adaptable,  a tag line at each end under simplest installation. The zenith of each swing could be regulated hydraulically on the sophisticated unit; perhaps that as the ' tree trunk ' came higher, the piston would come upon increasing resistance; thereby generating more push under heavier conditions, but that any movement would produce results. A telescopic ram piston perhaps. It is suggested that the vessel not be too long, that it may fit between the aggregate swell, thereby resulting in most optimum return.                                                                                                                        The AREA A system can now be illucidated briefly and easily by suggesting that a self retracting hydraulic piston be mounted under the foredeck, pointing forward through a re-inforced opening in the stem or the foredeck, or on a short pulpit or bowsprit, so that the moorage line may be attached directly to it, as well as to it's regular point behind the piston; the samson post. It would be a forward facing opening, so it would require a self bailing installation, or a sea proof piston seal, but the hydraulics can all hook together.
     Okay,...so you take a small  ship, say  between 50 and 100 meters in length, stick several of these rams below decks, and a couple topside; then add the AREA A Ram, being charged by the ENTIRE load of it all; you pull this vessel up to it's mooring spot, hook the shackle on the chain to the Area A Ram, stick the end of the submarine cable to shore  into the electrical socket; .... hook on, hook up, ....what else could a guy do ? Well, after figuring out how much juice this floating lightening bolt is putting out he could go topside and hoist the rig,.........AREA C the windfarm,...
